I finally finished the first bogey. Yeah for me, only 5 more to go and I will be done with step 1. After cleaning up the road wheels you will need to remove off the nasty seems that run along the middle of parts V2 and V1, which form the supports. Insert two road wheels into part V2. Make sure that the good side of the road wheel faces forward (the side you did not have to put the insert in). Then glue all four points on part V1 and slide on. The detail on the part V1 is incredible.
The instructions Dragon provided are somewhat lacking in areas and this is one of them. Part V14 and part V15 (the springs) should be glued together and allowed to dry. You need to make a decision at this point (the instructions fail here). Parts V14 and V15 need to inserted into the bogey as pictured below. If you glue the parts then the bogey will not move so make sure that they go in straight. If you do not glue the parts then the bogey can move. The instructions indicate that the parts should be glued and this is what I did since I did not figure this trick out until it was too late. If you are making a diorama then you can the make suspension moveable to allow for more realism.
The next step has you put the backside of the bogey (part V11 or V13) into a slot and this traps parts V14 and V15. This is why you do not need to glue the parts.
Lastly you place the return roller on and glue on the front portion of the bogey (part V10 and V12). This leaves a nasty seem as pictured below.
